Who a report is written for. Sets the vocabulary and depth; cannot add a claim no source made.
Level 1 is the most technical reader, 100 the least. It only sets the order.

Retiring takes an audience off Create report; reports already made still name it.
An audience changes the wording, never the claims
The notes reach the model after the sourcing rules, as a description of who is reading. Nothing written here can authorise a figure no source gave, a forecast, or advice — the provenance gate is enforced on the finished report and does not know who it was written for.
